Then I once heard that there is are two police departments who have taken in charge of supernatural cases and that they would come to the place without even knowing about the details, but that we have submit the number of death and the case of death.

That is why I submitted the dead rate of the village which was very odd and the cause of death, which is actually nothing. There is no cause of death.
